A new bill titled HB 431 requires third-party notification service to be approved by the Florida Department of Highway Safety and Motor Vehicles and obtain a $1 million performance bond. All towing-storage businesses must use a certified third-party notification services to send all required notices under the lien law.

SFAA questioned the bond amount, but the state regulators wanted a bond that ensures that financially sound and qualified businesses perform the required functions as the State may have some liability for the actions of the third-party notification services.
